Mission Wins Pair of Statewide Awards

During the TML Annual Conference, the City of Mission earned two 2021 Municipal Excellence Awards in City Spirit and Communication Programs for cities over 25,000 in population. The awards recognized the City for its “Discover Historic Mission” virtual interactive map and the “On a Mission to Save Lives” bilingual video series. In an effort to preserve the City of Mission’s history during a time of limited travel and contact, the Mission Historical Museum developed a virtual interactive map called “Discover Historic Mission”. This virtual interactive map contains a QR code that shows a Google map route with over twenty historical sites in the City. The map showcases religious buildings, residential homes, historic sites, and natural history. Since the map is virtual, locals and tourists can easily, quickly, and safely explore historic locations in the City from the comfort of an electronic device. The City also created the bilingual video series named “On a Mission to Save Lives.” The videos, which are shared on

the City’s social media platforms and website, highlight the first responders, nurses, and city volunteers who are helping to operate COVID-19 vaccine clinics. The goal of the videos are to increase citizen engagement and community trust in the clinics through inspiring stories of everyday people getting vaccinated. Since the area has been disproportionately affected by COVID-19, the project has been an important communication tool to protect residents. “This award is only given to five cities across the state in our population group. We competed against some remarkable communities and municipalities that are much bigger than us,” Mayor Dr. Armando O’Caña said. “Winning one TML award is an extraordinary accomplishment, winning two in the same year is exceptional. This is just another outstanding example of the amazing work that is being done every single day in our community and I thank our employees for their tremendous effort.”

This year ’s IDEA 15th Annual Dinner & Auction was hosted at Las Palmas Race Park under a starlit night and highlighted the impact of IDEA Public Schools, honored the resilience of their teachers and heard from an IDEA student alumni who is paying it forward to other IDEA students. The event was filled with over 500 guests who connected over a fabulous dinner hosted by Salome, bid on over 100 auction items, and ended the evening listening to Texas country music bands, The Powell Brothers and the Josh Abbott Band. Proceeds raised at the event will support IDEA’s college-bound seniors and alumni with scholarships on their journey to and through college.

On September 15 at The Old Church Wi n e r y, t h e Me x i c a n C o n su la te of Mc Allen celebrated the 2 11th anniversary of Mexican independence. With this celebration, Dr. Dahlia Guerra, UTRGV Assistant Vice President for Public Art and Special Projects, was also honored with the Ohtli Award, one of the highest honors given by the Mexican Government. Understanding Stroke the Signs and Symptoms A stroke happens when an artery that carries blood to the brain is blocked or a blood vessel ruptures, causing brain tissue to die as it is deprived of its vital blood supply. Unfortunately, strokes are an all-too-common occurrence. In fact, according to the National Stroke Association, someone in the United States has a stroke every 40 seconds on average. In addition, strokes account for about one out of every nineteen deaths in this country.

This “F.A.S.T.” acronym is a helpful way to remember some of the most common symptoms of a possible stroke. F = Face Drooping

Does one side of the face droop or is it numb?

A = Arm Weakness

Is one arm weak or numb? Ask the person to raise both arms. Does one arm drift downward?

S = Speech Difficulty

Is speech slurred? Ask the person to smile. Is the person’s smile uneven?

T – Time to call 911

HUMMINGBIRD DAYS AT QUINTA MAZATLAN

Hummingbirds are celebrated every day at Quinta Mazatlán. A special morning kicked off the fall migration of Ruby-Throated, Black-Chinned, BroadBilled, and more. Heep’s Native Nursery provided the native flowers, including the beautiful Turk ’s Cap. Speakers included John Brush featuring the “Valley Hummingbirds.” The Marketplace offered art, books, bird feeders, and other items. Special this year was the Hummingbird Cupcake Bake-Off. The cake is named after the bird because the taste is sweet enough to attract hummingbirds. Plant Turk’s Cap, and you’ll have hummers in your backyard, too!

Is there such a thing as elevator etiquette? I always feel super awkward when I enter an elevator, and other people are already in the elevator. What should I keep in mind? This is such a good question. I am sure it has happened to all of us when we enter an already-packed elevator. There is such a thing as elevator etiquette, and one tip to keep in mind is that if you are entering a crowded elevator, it’s always best to face the doors. Entering the elevator and staring into the face of someone else can be very awkward, and even creepy. You are already in someone’s personal space so don’t make it worse by initiating potentially unwanted eye contact. Enter the elevator, smile, then face the doors.

It’s finally symphony season again. I want to make sure I understand the etiquette rules when it comes to applause. What should I keep in mind? Yeah for the return of the symphony!!! Knowing when to clap and how to clap is one aspect of concert manners that can be a bit confusing. It is always best to wait until the entire piece of music is over before clapping. However, sometimes it is hard to know when the piece of music is ending. When in doubt, simply wait until lots of other people are clapping. It is ok to clap loudly and enthusiastically, but do not confuse it with cheering on a football team. Simply clap without moving around and yelling. The musicians, and your neighbors, will appreciate it very much.

I recently attended a very formal dinner party at a friend’s home. I needed to be excused and did not remember where to put my fork and knife so that the wait staff did not think I was finished eating. Where does my silverware go when I need to take a break from the dinner table? The “break” position for silverware is to place the fork with the prongs down at the 7:00 area and the knife with blade facing the fork at the 5:00 area. Barbara Baggerly-Hinojosa, Ph.D. is a wife, mother, and educator living in the Rio Grande Valley of Texas. She is a graduate of Our Lady of the Lake University with a Ph.D. in Leadership Studies. In addition, she holds an Associate of Arts degree in Education from McLennan Community College, Bachelor of Arts in Interdisciplinary Studies from the University of Texas – Pan American, and a Master of Arts in Educational Supervision from the University of Texas – Pan American. Dr. Solis is the former president of Laredo College, and previously served as Executive Dean for Academic, Professional, and Technical Education at Gateway Community College, Maricopa Community Colleges, in Phoenix, AZ. Dr. Solis boasts an impressive resume in international trade and economic development. He is world-traveled, and accustomed to working in diverse regions from Mexico to South America, and half a world away in China. In his forties, after two decades in the private sector, Dr. Solis returned to college to earn a Doctor of Philosophy in Higher Education Administration – Community College Leadership from the University of Texas. Dr. Solis says he can relate to today’s STC students returning to school for want of a better life.

Rainbow RGV Community Partners

is a 501 c3 nonprofit operated by community volunteers in partnership with Child Protective Services to protect and assist children and their families.

Rainbow Rooms, Raindrop Room and Hero’s Closet are on-site emergency resource centers designed to provide CPS caseworkers with emergency supplies for the children and families they serve. It distributes new items such as shoes, clothing, formula, hygiene products and school supplies to children who have been rescued or removed from their homes due to neglect or abuse. Rainbow Rooms were designed to provide these necessities to those children in need. Donations from the community keep the room stocked with needed items for the children--100% of all donations go directly to the needs of the children and families served. The donations received from the community help replenish the room with needed items. In Region 11 (nineteen counties making up South Texas), the Rainbow Rooms serve an average of 100 children per month.

A FE AST WITH NATIVES October in Texas is Native Plant Month by Christopher Muñoz

Walking through the bushlands of the lower Rio Grande Valley (LRGV) is to walk through nature’s pantry. Though most of us may not recognize the many edible plants that surround us as we walk down the trail or drive down farm-to-market roads, our ancestors, whether indigenous or of European descent, knew well the multitude of culinary uses that native plants literally bring to the table. Much of the information regarding the edibility of native plants is perpetuated by means of oral tradition. A grandfather will concoct a tea for his grandson, and so on and so forth. I, personally, was taught by an older woman from northern Mexico to make a kind of coffee substitute out of the beans of the Texas Ebony Tree—something she and her family had routinely done in the past. It becomes immediately apparent that the ancient and historical practices of the people of the LRGV are very much alive and are carried out by those whose lifestyles involve intimate interaction with the wilderness of the RGV landscape. Cowboys and early settlers quickly learned which plants were edible and which were toxic from information disseminated by native peoples. Consequently, vaqueros and their ‘cocineros’ in the rangelands of south Texas integrated native plants into their culinary routines. Plants like the Mesquite provided sweet legumes which could be eaten raw, or ground into a flour to form a kind of flatbread. The berries of the Brasil tree where mashed, fermented, and made into a wine

substitute. The flowers yielded by the stalk of our native Yucca where collected and cooked with eggs, a fairly common practice to this day. Some of the most common edible plants are as follows: Sugar Hackberry, Granjeno, Amaranth (the most important food crop of the Aztecs, before chia and corn), Turk’s Cap, Manzanita, Ebony, Mesquite, Texas Persimmon, and the fruit of various species of cacti. The list, of course, goes on. Please exercise caution when handling all plants and consult experts when identifying plants for culinary use. Each person has a distinct metabolism and should bear in mind that some plants should be avoided because they may have adverse effects either upon contact or consumption. Of course, the edibility of wild plants is no secret to wildlife. For instance, the relationship shared between animals and many native plants is one of mutual dependence. Many plants require that their seed coats be broken down by the stomach acids of animals in order to kick start germination.

LATINA LEADERSHIP CONFERENCE RGV HISPANIC CHAMBER OF COMMERCE

The RGV Hispanic Chamber ’s Women’s Issues committee hosted their 7th annual Latina Leadership Conference on September 22nd and was again presented by Walmar t. This year ’s conference theme was #Adaptagility 2021! Due to the Covid situation, the committee agreed again to go virtual with a conference via Zoom. This conference focused on: ways to build your personal brand and y our b o ttom li ne; t ran sf o rmin g through leadership; communication is key; adaptability and resilience; and recruiting, hiring & retaining employees. Experts on each of these fields were in attendance to give their exper t advice and guidance. Those that were attending via Zoom also got the opportunity to enter questions or comments under the Chat Box and have their questions addressed.

España and Yankee Doodle PART 2: By Tom Fort, Senior Historian

Or: How a Spanish Governor fed his troops with Texas beef, gave the Redcoats a licking and helped George Washington win the American war for independence

September, 1779:

Gálvez strikes first at British posts up the Mississippi River at Manchac, Baton Rouge and Natchez; in less than a month he takes all three. During this same time an American schooner on Lake Pontchartrain captures a small British warship named West Florida. It is renamed Galveztown, for a newlyfounded Spanish settlement near Manchac. Under royal orders to drive the British from the Gulf Coast, Gálvez next takes aim at Mobile. In March, 1780, he deploys infantry and artillery against the British garrison, forcing its surrender. Beyond Mobile lies Pensacola, the big prize — England’s

main Gulf Coast bastion and the capital of West Florida. An attack by sea fails, and Gálvez spends the rest of 1780 making new plans to take Pensacola.

Seizing the opportunity, Gálvez’ infantry pour into the breach. Faced with certain defeat, the British surrender to Gálvez. The Gulf of Mexico again belongs to Spain.

Spring, 1781: Spanish troops besiege the enemy’s Fort George. When the Spanish naval force hesitates to enter Pensacola Bay, Gálvez boards the Galveztown and defiantly sails into the bay under British fire. The warships follow and add their bombardment to the fort’s troubles. Short on supplies and rations, the British still refuse to give up. Then on May 8th, a Spanish cannon round slams into the fort’s powder magazine, and a tremendous explosion stuns the English garrison.

Soon the combined naval might of Spain and France threaten to wrest Jamaica from British rule and possibly to drive England from the Caribbean entirely. Royal Navy warships sent to meet the threat cannot support Lord Cornwallis as George Washington’s army besieges the British at Yorktown Virginia. But a French fleet does arrive to aid the Americans, and Cornwallis knows the game is up.

Five months after Bernardo de Gálvez’ smashing victory at Pensacola, Cornwallis surrenders his army to Washington’s forces. The British-American struggle ends — but Spain’s war against England goes on, with Gálvez in the thick of it. Early in 1782, he forces the British to surrender their islands in the Bahamas. A year later, Spain and England sign a treaty ending their war. Galvez’ military career continues. In 1785 he succeeds his late father as Viceroy of Mexico, only to die in an epidemic the next year, at age 38. Bernardo de Gálvez remains one of the American Revolution’s least-known heroes. Like the aid given by Spain itself, Galvez’ service is seldom mentioned. Without his shipments of ammunition and supplies and his victorious campaign against the British on the Gulf Coast, the war might have ended differently. Yet, throughout his campaign, Gálvez still had to supply and feed his own troops. While his British opponents struggled to bring supplies and rations over long and vulnerable supply lines, Gálvez took advantage of

Spanish Texas and its ranches. Which brings us back to those cattle drives: Gálvez authorized Governor Domingo Cabello to obtain cattle (and horses) and send them east. Well-fed and better-supplied than their enemies, the soldiers under Gálvez defeated the British and drove them out. Thus did cattle and rancheros of Spanish South Texas help to shape the course of American history. Postscript: Remember that small warship named the Galveztown? If Gálvez’ name seems unfamiliar in American history, his legacy in Texas is well-known to many, whether they realize it or not. As Viceroy of New Spain, Gálvez ordered a survey to be made of the Gulf Coast west of New Orleans. Mapmaker José de Evia named the largest bay on Texas’ coast the Bahía de Galveztown. Today it’s known as Galveston Bay, with one of Texas’ most famous cities also honoring the name of Bernardo de Gálvez.
